By Decree of the President of the Republic of Tajikistan No. 668 dated December 30, 2023, in order to increase the level of legal knowledge of citizens, educate them in the spirit of respect for the law, and form a stable system of legal relations, 2024 was declared the Year of Legal Education.
With the help of the materials in this section of the site, we decided not only to increase the legal knowledge of industry employees, but also to explain to all users of roads and vehicles the provisions of relevant regulatory legal acts.
The city of Dushanbe and the administrative centers of regions, cities and districts in the last few years have been faced with the problem of unprecedented traffic congestion on the roads, which mainly occur during morning and evening rush hours, when people go to work and study or return, and pollute the air with car exhaust fumes.
One of the main causes of congestion and traffic jams is the increase in the number of vehicles in the republic.
According to the Ministry of Internal Affairs of Tajikistan, as of March 1, 2024, 666,074 vehicles – cars, trucks, and passengers - were officially registered in the country. Whereas ten years ago, in 2014, this figure was 389 thousand units. In particular, 587,074 passenger cars are currently registered in Tajikistan. In 1991, there were only 216,000 private passenger cars in Tajikistan.
It is worth noting that the country's population has grown from 5.3 million people in 1991 to 10.2 million people in 2023. (In terms of population growth over the past 30 years, Tajikistan has taken the first place among post-Soviet countries!).
If during the period of independence the population of the country has more than doubled, then the number of passenger cars has also increased by the same amount.
To improve the situation, the Government of the country, the Ministries of Internal Affairs, Transport, and local executive bodies of state power are taking measures. In accordance with international standards, new roads and bridges are being built, including overpasses, and existing roads and bridges are being upgraded and expanded. The number of public transport is increasing. The bodies of the State automobile Inspection of the Ministry of Internal Affairs and the State Service for Supervision and Regulation in the transport sector of the Ministry of Transport of the Republic of Tatarstan conducted strict control over the order of movement of vehicles on the roads, binoculars were installed on the roads for this purpose.
But the problem has not been completely solved yet.
Compaction can be caused by other reasons:
- REPAIR AND CONSTRUCTION WORKS. Currently, as it was noted, creative activities are expanding throughout the republic, including the construction, repair and reconstruction of roads, one of the goals of which is to eliminate traffic congestion.
- UNFORESEEN CIRCUMSTANCES ON THE ROAD. Collision of vehicles, stopping the engine of a vehicle, deterioration of the health of the driver or passenger, shortening the path by pedestrians in prohibited places, etc.
- A TEMPORARY BAN ON TRAFFIC ON A PARTICULAR ROAD OR THE ABSENCE OF A TRAFFIC LIGHT. In such cases arising from physical evidence, the Ministries of Internal Affairs, Transport and local executive authorities notify residents in advance, including drivers, passengers and pedestrians.
- IRRITABILITY OF DRIVERS. This condition is caused by other reasons mentioned above. Drivers become hysterical, continuously signal each other, express dissatisfaction and even swear, ignore the rights of other road users, grossly violate traffic rules, and cause traffic accidents. According to the Ministry of Internal Affairs of the Republic of Tajikistan, 539 road accidents occurred in Tajikistan in the first half of 2024 (492 accidents in the first half of 2023). As a result of the incidents, 236 people were killed and 570 injured.
From 2020 to 2023, 4,364 road accidents were registered on the roads of Tajikistan, as a result of which 1,692 people died and 4,776 received various injuries.
The results of the analysis by the Ministry of Internal Affairs of Tajikistan show that the majority of road accidents are caused by non-compliance with traffic rules, including speeding (75%), violation of lane change rules (45%), driving drunk, not wearing a seat belt, talking on a mobile phone while driving and others .
According to the World Health Organization's report on road safety, published in 2023, about 1.3 million people die every year as a result of road accidents in the world, and another 50 million are injured in various ways. According to these statistics, every 24 seconds in the world, one person dies as a result of road accidents, and more than 3,500 people per day.
In this regard, the UN General Assembly, in an effort to reduce deaths and injuries as a result of road accidents, adopted a resolution declaring 2021-2030 the "Decade of Action for Road Safety".
Among the factors of the increase in the number of road accidents in many countries, including Tajikistan, the most important place is occupied by the human factor, including low driving culture, poor behavior of drivers and pedestrians on streets and roads. Today, about 80% of road accidents are caused by road users.
One of the main ways to solve the problem of preventing congestion and traffic accidents, ensuring road safety is to encourage and establish respectful relations between all road users (drivers of any vehicles, passengers, pedestrians), unconditional compliance by drivers and pedestrians with traffic rules. Every road user should remember that order on the road begins, first of all, with his personal behavior and actions. He is not only right, but also obliged.
Chapter 3 of the Law of the Republic of Tajikistan “On Road Traffic” dated May 17, 2018, No. 1533 states:
Article 11. The rights of road users
Road users have the right to:
ensure safe and efficient traffic conditions;
to receive information on safe traffic conditions, the reasons for the introduction of restrictions or cessation of traffic, permissible weights and speeds, works and services related to road safety from government agencies and officials who carry out state regulation and traffic management and ensure its safety;
to appeal against actions (inaction) in accordance with the procedure established by the legislation of the Republic of Tajikistan employees of the authorized state body for road safety;
if not, they cannot use the roads freely, unless otherwise provided for by the legislation of the Republic of Tajikistan.

Article 12. Responsibilities of road users
Road users are obliged to:
comply with the requirements of Traffic Rules and other regulatory legal acts on road traffic;
to create safe conditions for traffic, not to hinder or harm other road users by their actions (inaction) ;
compensation for damage caused in accordance with the legislation of the Republic of Tajikistan.
