THE STATE SERVICE ON CONTROL
AND REGULATION IN THE FIELD OF TRANSPORT

The history of the creation of the State Service on Controland Regulation in the field of Transport

The transport industry of the Republic of Tajikistan consists of road, rail, air and road transport and plays a crucial role in the development of the country’s economy. The regulation of the movement of vehicles, control over their activities, as well as the construction and maintenance of roads are the main tasks of the transport industry.

After the collapse of the Soviet Union, the transition to a market economy and the emergence of various forms of ownership in the transport sector, the Government of the Republic of Tajikistan, in order to exercise State control and regulation of the transport industry, by Decree of the Government of the Republic of Tajikistan No. 245 dated July 27, 1998, established the Transport Inspection body under the former Ministry of Transport and Road Management of the Republic of Tajikistan.

In order to further form a system of control and regulation in the field of transport on the basis of the “transport inspectorate”, in accordance with the Decree of the Government of the Republic of Tajikistan No. 602 dated 12/28/2006, a new structure was created – the State Service on Control and Regulation in the Field of Transport in the management plan of the former Ministry of Transport and Communications of the Republic of Tajikistan, and its position, structure and management plan approved by the Decree of the Government of the Republic of Tajikistan No. 107 dated 03.03.2007. The task of the service is to monitor compliance with regulatory legal acts and international agreements in the transport sector, state regulation of the transport industry and traffic, issuance of licenses, special permits for the transportation of heavy and bulky undistributed goods, issuance of certificates of cargo transportation and provision of conditions for the normal functioning of the market of services related to the transport process. The Service has the right to act within the framework of the requirements of the Code of the Republic of Tajikistan on Administrative Offenses in case of non-compliance with legislation and offenses in the field of transport in relation to individuals, officials and legal entities.

In order to further fully determine the compliance of works and services in the transport industry with the standards established in the structure of the State Service on Control and Regulation in the field of transport, by Decree of the Government of the Republic of Tajikistan No. 399 dated August 2, 2010, the state unitary enterprise “Center for Certification of Works and Services in the transport industry” was established.
