On 16.10.2024, the State Service on Control and Regulation in the field of transport held a meeting of the management and service personnel with the management and employees of the State Unitary Enterprise ”Smart City” (Smart city).
It was noted at the meeting that in the context of globalization of market economy relations, one of the urgent issues is non-cash payments. After all, the process of globalization has a profound impact on this direction and requires a step-by-step transition in this direction.
It is worth noting that the need to switch to cashless payments is in the focus of attention of the state and government, and the founder of peace and national unity, the Leader of the Nation, the President of the Republic of Tajikistan, dear Emomali Rahmon, always gives specific instructions and instructions in his messages to the Majlisi Oli of the Republic of Tajikistan on the transition to cashless payments.
The leader of the nation, dear Emomali Rahmon, in his regular message dated December 23, 2022, again paid special attention to the issue of the full implementation of non-cash payments, stressing that “in order to promote the development of the financial sector, it is necessary to fully arrange the payment of all state taxes and fees for issuing permits and licenses, fines, mandatory amounts from July 1, 2023 state insurance, public utilities and other types of public services.
On this basis, to achieve this goal, the Decree of the President of the Republic of Tajikistan “On measures to expand non-cash payments” dated June 22, 2023, No. 586 was signed in the republic, which put an end to cash transactions and gave a serious impetus to the development of non-cash payments in the country.
According to the decree, currently, from August 1, 2023, taxes, state duties for issuing permits and licenses, other mandatory payments to the budget, fines, amounts of compulsory state insurance, medical care, utilities, other types of public services, as well as the receipt of funds by ministries, departments and government organizations are carried out in cashless form.
It should be noted that this step is timely and, above all, will lay a solid foundation for ensuring transparency of financial transactions, enriching the state budget, preventing corruption factors and reducing the influence of human factors, will create favorable conditions for improving the country’s international rating and attracting foreign investment.
So, on December 28, 2023, in his next message, the leader of the nation instructed the relevant ministries and departments “in the next two years to fully implement a system of non-cash payments in all areas, including retail outlets and service points, and ensure the integration of activities in this direction.”
Thus, a full transition to this system will ensure transparency of financial transactions and enrich the state budget. Preventing corruption factors and reducing the impact of human factors. In addition, the country’s population is increasingly gaining access to payment services and saving their time by not visiting banking service centers with convenient, easy and fast ways to pay for all types of goods and services by cashless method.
At the same time, it was noted that the main purpose of the implementation of this program is to implement the Decree of the President of the Republic of Tajikistan “On measures to expand non-cash payments” dated June 22, 2023 No. 586, which will put an end to cash transactions and give a serious impetus to the development of non-cash payments in the country. At the same time, it should be noted that according to the decision of the Chairman of the city of Dushanbe, Rustami Emomali, from August 1, the administration of the city of Dushanbe will launch the Smart Rau program to switch to a non-cash payment system.
Because such measures are being taken to ensure the payment of all state taxes and fees, fines, the issuance of licenses and other permissive documents, compulsory state insurance, and utilities.
At the end of the meeting and the presentation of the Smart Rau program, the issue of signing a cooperation agreement between the State Service on Control and Regulation in the Field of Transport and the State Unitary Enterprise Smart City was raised.
