On December 10, 2025, an important and purposeful extraordinary meeting was held in the main conference hall of the central building of the State Service on Control and Regulation in the Field of Transport, located in the capital of the country, the city of Dushanbe. This meeting was organized with the aim of comprehensively preparing the service for the New Year (2026) and a detailed summary of the annual activities of this state institution. The main purpose of the meeting was to assess progress, identify shortcomings and priorities for the coming year, all of which are implemented within the framework of a common state policy and under the guidance of the country’s top leadership.
The work of this important and responsible meeting was attended by the head of the State Service on Control and Regulation in the Field of Transport, dear Kurbonzoda Daler Kurbon, as well as the management of the service, employees of the central office and representatives of its structural divisions. The active and comprehensive presence of all participants was a sign of a high sense of responsibility and commitment to government tasks, which made the meeting an effective platform for exchanging ideas and making important decisions.
The meeting was attended by the head of the service, dear Kurbonzoda D., with introductory and inspiring words. In his speech, he stated that every employee should work in the light of the instructions of the Founder of Peace and National Unity, the Leader of the Nation, the President of the Republic of Tajikistan, the respected Emomali Rahmon, to achieve national goals, including improving transport infrastructure and improving the quality of services provided.
During the meeting, it was noted that the State Service on Control and Regulation of Transport in 2025 has taken many measures to implement the wise and far-sighted policy of the Founder of Peace and national Unity, Leader of the Nation, President of the Republic of Tajikistan, the respected Emomali Rahmon. These measures are directly related to the implementation of the instructions and instructions contained in the next Message of the President of the Majlisi Oli of the Republic of Tajikistan, the main purpose of which is to ensure sustainable economic development, increase the welfare of the population, solve social problems and improve the quality of life of citizens. In this process, the service carried out a number of important activities, including: conducting regular inspections in the field of transport, strengthening cooperation with relevant ministries and departments, improving the professional skills of employees through trainings and seminars, as well as implementing new projects to modernize management systems. All these measures make it possible to achieve significant and tangible results by the end of the year, including reducing the movement of heavy vehicles on the roads, increasing the volume of cargo and passenger transportation, and improving the quality of transport services.
At the same time, during the meeting, the heads of the structural divisions of the service, including the heads of departments of the central office and others, presented detailed reports on the activities of their divisions. The reports focused on specific issues such as the implementation of annual plans, solving current problems, cooperation with transport companies and citizens, as well as suggestions for improvement. These presentations allowed the participants to assess the current state of the industry and identify additional measures to achieve their goals.
Subsequently, the head of the service, dear Kurbonzoda D.K., gave specific and purposeful instructions to the management and staff of the central office, as well as to the heads of the structural divisions of the Service.
These tasks were directed in the following directions:
expanding the sustainable development of the transport industry through the introduction of new technologies;
ensuring high production and economic performance, including increased shipments and lower costs;
achieving national goals within the framework of government strategies;
enriching the State budget by reimbursing the amounts of related fines;
timely and high-quality implementation of the proposed plans for 2025;
comprehensive preparation for the autumn-winter season of 2025-2026, including provision of roads with anti-slip materials and special equipment;
prompt consideration and effective resolution of citizens’ complaints about transport problems, such as complaints about the condition of roads or services.
These assignments were given in order to ensure the progress of the industry and solve current problems, and their implementation is under strict control.
In particular, specific instructions were given to the management and staff of the Office of the State Transport Service of the city of Dushanbe in order to resolve serious issues related to traffic and environmental protection in the capital. These assignments are focused on the following areas:
exclusion of the movement of heavy-duty vehicles exceeding the established limit: the movement of heavy-duty vehicles, the total weight of which exceeds the legal limit (for example, more than 40 tons for some types), should be completely prohibited. These measures should be implemented through strict control at city entry points, the use of modern weighing equipment and the imposition of fines on violators so that the movement of such vehicles does not damage roads and urban infrastructure.;
prohibition of vehicles without a protective and dirty curtain: vehicles moving without a protective curtain (special tarpaulin to cover cargo), as well as dirty vehicles that cause the spread of dust, dirt and debris on the roads, must be stopped from moving. The head of the department is obliged to organize regular inspection work, carry out inspection work on the establishment of vehicle washing points and establish cooperation with the owners of industrial and construction enterprises in order to comply with these rules.;
Elimination of congestion on the highways of the city of Dushanbe: take urgent measures to solve the problem of congestion on the main roads of the city, including on central streets and major highways;
non-compliance by officials of residential buildings under construction with the requirements for the construction of transport washing facilities: officials of construction companies building residential buildings are required to create mandatory transport washing facilities on the territory of construction sites. In case of non-compliance with these requirements, the head of the Department must take administrative measures, including suspending construction work, so that construction vehicles do not transport pollutants onto city roads and do not pollute the environment.;
Regulation of transport routes: Public transport routes (buses, trolleybuses, minibuses and taxis) must be rebuilt to ensure efficient and harmonious movement. This regulation may include, along with studying passenger traffic, changing routes to cover new areas and coordinating schedules with other modes of transport to reduce congestion and allow passengers to reach their destination faster.;

movement of public passenger vehicles to the end of the route: All passenger vehicles must move to the end of the established route without any stops or unofficial redirects;
do not take passengers over the set limit: public transport drivers should not take passengers over the set limit (for example, for buses – up to 50-60 people, depending on the model). This violation can lead to accidents and even disasters. The head of the Management Board is obliged to solve these problems through regular inspections, heavy fines and even suspension of licenses.;
Provision of standard transportation services: in general, all transportation services in the city must comply with international and national standards, including cleanliness of transport, compliance with schedules, protection of passenger rights and integration with modern payment systems (for example, electronic cards). For this purpose, staff training programs, renewal of transport fleets and interaction with other government agencies should be organized.
These tasks must be completed as soon as possible, and the head of the Management Board is required to regularly submit reports on the work done. Such measures will help to improve the transport situation and increase the level of satisfaction of the residents of the city of Dushanbe.
All these measures make it possible to sum up the results of 2025 with worthy achievements and calculated results, which contributes to the overall development of the country and the well-being of every citizen. The meeting ended with a positive and inspiring mood, and the participants returned to their daily activities with a renewed sense of responsibility.
