Currently, our country is at a new stage of its development, is making significant progress in implementing socio-economic strategies and programs, and we need to ensure, first of all, a way out of the communication impasse based on the implementation of our national goals.
Breaking the communication impasse is one of the strategic goals considered as a national task and an important factor in the country’s progress. This goal includes the construction and reconstruction of highways, railways, bridges, tunnels, airports and other transport infrastructure in accordance with international standards, the implementation of which should gradually lead the republic out of the communication impasse and turn it into a transit zone.
On December 28, 2024, in the next Message from the Founder of Peace and National Unity, Leader of the Nation, President of the Republic of Tajikistan, respected Emomali Rahmon, on the main directions of the country’s domestic and foreign policy in the new building of the country’s supreme legislative body, the Majlisi Oli, it was noted that 155 kilometers of roads were built and commissioned in 2024 as part of state investment projects of international and national importance, 20 large bridges and 3 tunnels totaling 4.6 billion somoni.
In particular, the highways Rogun – Obigarm – Nurabad worth 3.5 billion somoni with a length of 76 kilometers and Bokhtar– Levakant – Lolazor – Dangara – 69 kilometers worth 800 million somoni were built in accordance with international standards.
In 2024, reconstruction of the Dangara-Guliston and Guliston–Farkhor highways with a length of 50 kilometers and a length of 33 kilometers began.
In continuation of his speech, the leader of the nation, Emomali Rahmon, noted that in 2025 the construction and reconstruction of 52 kilometers of highways of national and international importance will be completed in the Sughd region, and 4.5 kilometers of roads, 550 meters of avalanche corridors, an 82-meter-long bridge over the Shorf River and a bridge in the Barsem area of the Gorno-Badakhshan Autonomous Region. It is 200 meters long above the Gund River.
In recent years, the repair and construction of local roads have intensified, and in 2024 alone, through all sources of financing, especially through contributions from entrepreneurs, generous people and the people of Tajikistan in the amount of more than 1 billion somoni, more than 2 thousand kilometers of local roads were repaired and reconstructed, and the construction and reconstruction of 23 bridges was completed.
Thanks to the reconstruction of highways over the past five years, according to the World Economic Forum, Tajikistan’s position in the world ranking in terms of road quality among the 165 countries included in the study has risen from 50th to 44th place and has risen by 6 positions compared to previous years.
At the same time, the leader of the nation instructed us to take the necessary measures for the high-quality implementation of investment projects, timely and in compliance with modern standards for the construction and reconstruction of roads of international importance, proper maintenance and operation of roads, the formation of transit transport corridors and their infrastructure.
In the first years of independence, 80 percent of the transport system infrastructure was disabled due to political and economic instability in the republic. In order to improve the level of service and regulation and control of the transport complex, the Government established the Transport Inspectorate under the Ministry of Transport on July 27, 1998, and the State Service on Control and Regulation in the field of Transport under №107 on March 3, 2007. Since 2000, a special strategy for the development of the transport complex until 2025 has been adopted in the direction of implementing the constructive policy of the Government of the country and the head of state, the results of which are visible today.
As a result of the round-the-clock efforts of the nation’s Leader, the respected Emomali Rahmon, we, the proud people of the country, have achieved this strategic goal. It should be noted that the State Service for on Control and Regulation in the Field of Transport is a state control body in the transport sector, which monitors compliance with regulatory legal acts in the field of automobile, water, railway, electric and industrial transport, road facilities, regulates their activities and plays a significant role for the transport sector in achieving this goal by control and regulation.
Among other issues, the Leader of the nation in his message expressed a special opinion on the issue of turning Tajikistan into a transit country and using its transit opportunities.
In this regard, we need to make efforts to ensure unhindered movement of passengers and transportation of goods and products between the regions of the country at any time of the year, within the framework of the instructions and instructions of the Founder of Peace and National Unity, Leader of the Nation, President of the Republic of Tajikistan Emomali Rahmon, expressed in his Message to the Majlisi Oli of the Republic of Tajikistan. to bring the country out of the communication impasse and turn it into a transit country.
Some of Tajikistan’s projects will be regional and international in nature and will provide access to the republic’s seaports and transit highways in other countries.
The transformation of the Republic of Tajikistan into a transit country in the region and the strengthening of its transit potential were accepted by the Government of the Republic of Tajikistan as one of the important stages of the country’s development goals.
It should be noted that the implementation of some plans within the framework of this strategic goal has created great opportunities for the development of the country and its cooperation with the countries of the region.
Another issue is the improvement of transport activities, increasing the level of service, strengthening the country’s transport links and the gradual transformation of the republic’s railway and bus network into transit lines between states. In this regard, changes have taken place in related structures (road transport, railways), and new tasks have been set for them.
The implementation of public investment projects in the transport sector strengthens the development of the road network and contributes to the realization of this strategic goal of the country. Due to the development of the construction and reconstruction of highways and their structures, budget allocations for road maintenance to ensure continuous and safe movement of vehicles during this period also acquired a constant trend of development.
As a result of the implementation of the first stage of the country’s strategic development goal, that is, the country’s exit from the communication impasse and the creation of a unified network and provider of internal transport links in the country, as well as access to border countries, the main indicators of transport services have gradually developed and acquired a constant development trend.
Given the geographical location of the Republic of Tajikistan, where 93% of its territory is occupied by mountains, the use and development of motor transport is a priority over other modes of transport.
In order to protect the domestic transport market, simplify customs operations, and increase the transit potential of vehicles, since 2007, special attention has been paid to the construction of international automobile border terminals and logistics centers. During this period, 9 modern international cargo terminals were built, of which 3 intermediate terminals and 6 border terminals at crossings state borders with neighboring countries.
At the same time, 5 modern passenger terminals have been built and put into operation in the centers of cities and regions of the country to serve passengers.
In the field of international freight transportation, more than 25 trucking companies carry out transportation in cooperation with 3 international associations of motor vehicles (AVAT, AIATT and LT) on the basis of bilateral and multilateral international agreements with more than 20 countries of the near and far abroad.
One of the important issues of the service from the moment of its existence to the present is to bring its activities in line with the political and economic requirements of the independent republic and, thus, to prevent the movement of heavy vehicles beyond the norm, including preventing premature destruction of roads and ensuring control and regulation of the transport hub.
In order to implement this crucial issue, the departments of the central office and structural divisions of the service are currently functioning effectively and purposefully, which are intensifying work in this direction. The management and staff of the services contribute to the development of the country’s transport complex through the control and regulation of the transport complex.
It is safe to say that the leadership and staff of the State Service on Control and Regulation in the Field of Transport, based on a far-sighted and creative policy, as well as the constant guidance and patronage of the leader of the nation, the President of the Republic of Tajikistan, the respected Emomali Rahmon, will make a valuable contribution to the implementation of one of the strategic goals of the country, that is, overcoming the communication impasse and Republic of Tajikistan to a transit country, by controlling and regulating the transport complex and ensuring good transportation services in the future.
