On January 8, 2025, in the meeting room of the State Service on Control and Regulation in the Field of Transport, in accordance with the schedule of final meetings approved by the Ministry of Transport, a meeting was held under the chairmanship of the Head of the Service, Kurbonzoda D.K., to summarize the activities of the State Service on Control and Regulation in the Field of Transport for 2024 and the tasks for the first quarter of 2025.
The meeting was attended by Saidmurodzoda Shoista, Deputy Minister of Transport and patron of the industry, Kodirzoda Saifullo, Head of the Ministry’s Land Transport Department, and Salomzoda Rakhmiddin, Director of the State Institution Road Transport and Logistics ServicesMinistries, Dorobova Khandongul-editor–in-chief of the weekly “transport”, Rahimzoda Mirzosharif – First deputy head of the service, heads of departments and administrators of sections of the central office, heads and employees of structural divisions of the Service.
Kurbonzoda D.K., Head of the State Service on Control and Regulation in the Field of Transport, cordially opened the meeting, introduced the guests and presented a detailed report on the results of the service’s activities in 2024 and tasks in the first quarter of 2025.
It was noted that in 2024, 27 million 834 thousand 980 somoni were paid to the republican budget, which is an increase of 10 million 119 thousand 787 somoni compared to the previous year and amounts to 157.1%.
Across the republic, 48,989 units of vehicles are registered as public transport vehicles, passenger and cargo, in transport enterprises and companies whose activities are under control and regulation.
During the reporting period, 74,611 protocols were drawn up in respect of legal entities and individual entrepreneurs in accordance with the relevant articles of the Code of Administrative Offences, which is 11,126 protocols more than last year and amounts to 117.5%.
There are also 5,261 licenses in the transport complex.
During the reporting period, 2,412 licenses were issued, of which 138 were re-registered, including:
– 2,378 units for road transport;
— 24 units to the farm roads;
– 10 units of railway transport transferred to the following enterprises and companies:
— 211 units for enterprises and societies of motor transport;
— 2,121 units to maintenance and repair points;
– 41 points to the passenger terminal;
– 6 units for cargo terminals;
– 70 units per parking lot;
– 303 units for enterprises of the road construction industry;
— 107 railway enterprises.
Due to the permits issued, 8 million 255 thousand 576 somoni were paid to the republican budget during the reporting period, which is 5 million 63 thousand 136 somoni more than last year and amounts to 260%.
Also, during the reporting year, a total of 310,446 certificates were issued to legal entities, individuals and individual entrepreneurs operating in the transport complex, including:
— 709 units of certificates of conformity of works and services;
— 10 thousand 717 units of the certificate of professional competence;
– 299,20 weighing certificate units, which is 74,739 units more than in the previous year and amounts to 131.7%.
Due to the certification, State Unitary Enterprise CCWSFT received 19 million 780 thousand 255 somoni, which is an increase of 4 million 749 thousand 720 somoni compared to last year and amounts to 131.6%, of which 5 million 567 thousand 163 somoni were paid to the republican budget, which is an increase of 857 thousand compared to the previous year. 184 somoni and is 118.2%.
During the reporting period, Article 311 of the Code of Administrative Offences against drivers of cargo vehicles drew up 2,897 protocols on administrative offences, which were fined 10 million 429 thousand 200 somoni, which is 2 million 10 thousand 800 somoni more than last year, and amounts to 117%.
In the reporting year, 471 special permits were issued for the transportation of bulky and heavy unallocated cargo, which is 21 units more than last year, due to which 1 million 255 thousand 895 somoni were paid to the republican budget, which is 44 thousand 910 somoni more than in the previous year, and amounts to 104%.
In the reporting year, 3,319 tons of overloaded trucks were unloaded, which is 858 tons more than in the previous year and amounts to 134.9%.
During 2024, 38 protocols on administrative offenses were drawn up and fines were imposed on officials of manufacturing, mining, processing enterprises and shippers for non-compliance with established weight standards.
It should be noted that in the reporting year, the movement of heavy-duty vehicles that exceeded the established limit decreased by 80%.
In order to ensure compliance with the requirements of the decree of the Chairman of the City of Dushanbe dated December 14, 2020 №642 “on ensuring uninterrupted operation of passenger transport entering the capital”, as well as to eliminate congestion on the roads of the city of Dushanbe and prevent illegal entry of passenger transport into the capital, service personnel at the capital’s checkpoints daily in the area “Obshoron, 46th district, near the Sakhovat market, on the square near the Technical Expertise Center, in the Polytechnic district, Giprozem, near the Marva shopping center, They held events near the Rosebarg shopping center and Chorbog terminal, monitored and regulated their activities.
In accordance with the Code of Administrative Offences, 3,680 protocols were drawn up against drivers and fines were imposed for illegal passenger activity of vehicles with a white number, as well as for numbered TT series taxis with regional numbers 07 and 08, which disrupted the transport system on the routes of the capital, including:
Article 510 part 2 for carrying out passenger transportation without a license 540 units;
Article 323 part 1 for unauthorized departure from the established direction of movement in the territory of activity and entry into the city of Dushanbe from areas of republican subordination, as well as violation of the transport system on the routes of the capital 621 points;
— with Article 324 for illegal parking and disruption of public transport, 2,519 units.
During the joint raids of the inspectors of the service with employees of the RBDA of the city of Dushanbe, 65 vehicles were detained and sent to the RBDA penalty areas.
As a result of the inspection work on the streets, avenues and routes of passenger transport in the city of Dushanbe, protocols on administrative offenses were drawn up against 3,587 drivers of passenger and other vehicles for violating the rules of stopping and parking, as well as for violating traffic rules in accordance with article 324 of the Code of Administrative Offenses of the Republic of Tajikistan.
In connection with the offenses of drivers of passenger vehicles renting taxis of transport companies, 2,844 protocols on administrative offenses were drawn up, most of the offenses were combined by drivers of Talco Persia LLC, Tourist LLC, Olucha Auto LLC, Safari Orion CJSC and Holding Asia Group Tajikistan CJSC.
10 protocols on administrative offenses have been drawn up against officials of transport enterprises.
As a result of the effective work of the Service Management staff in the city of Dushanbe, 4,130 taxi units exceeding the quota of the Chairman of the City of Dushanbe and running on fuel were produced during the reporting period.
Currently, 5,450 electric vehicles are serviced by 13 taxi companies in the capital.
In order to prevent premature destruction and pollution of highways in the city of Dushanbe, inspectors of the Service Department at freight transport enterprises and companies involved in the construction of high-rise residential buildings, due to excessive load and lack of movement without a protective curtain, the organization of vehicle washing points inside the building and not leaving highways with dirty tires, conducted inspections and explanatory work, and 33 notifications were issued., In the presence of articles 290-293 of the Code of Administrative Offences, 20 protocols on administrative offences were drawn up and fines were imposed.
For non-compliance with the rules of cargo transportation, in accordance with article 322 of the Code of Administrative Offenses, protocols on administrative offenses were drawn up against 2,976 drivers and 10 officials, who were fined 428,544 somoni, which is 79,840 somoni more than last year and amounts to 122.9%.
In addition, pursuant to the decree of the Chairman of the City of Dushanbe dated July 31, 2017, №419 “on the implementation of the project “electronic fare payment system and its control in public passenger transportation in Dushanbe”, a department for control and regulation of electronic payments was established in the Department of the Service in the city of Dushanbe, consisting of 12 working units, together with employees of Avesto Group” and Dushanbe Transport Routes carried out inspection work, in the reporting period in relation to 6 thousand. 922 passengers more than last year by 965, based on the requirements of Article 295.1 of the Code, administrative offenses were fined, due to which 124,447 somoni were paid to the state budget, which is 23,272 somoni more than in the previous year and amounts to 123%.
There are currently 303 licenses in the field of road management across the republic, 24 of which were issued in 2024.
In total, 4,109 protocols on administrative offenses were drawn up during the reporting period, including:
– 255 units for violating the rules of use of land adjacent to roads, i.e. the creation of service and trade points on land adjacent to roads, without approval;
– 2,900 units for road damage;
— 895 units for violating the rules of protection of territories and highways;
— 59 units for violating the rules of road maintenance.
During the reporting year, the progress and quality of construction work in the Bokhtar-Levakant Highway Reconstruction project, Stage 1, Levakant-Okmazor, Stage 2, Okmazor-Dangara, Stage 3, and the Obigarm-Nurobod highway construction project, sections 1-2, as well as the Dushanbe-Kulma highway construction project, section “Kalaikhumb-Vanch-the border of the Rushansky district” and the Kuchkak highway– Kanibadam carried out inspection work, during which a number of shortcomings and shortcomings in these projects were identified, in connection with which protocols on administrative offenses were drawn up, and notifications were sent to the heads of responsible companies who are under supervision to eliminate them.
In addition, the service staff regularly monitored the activities of the MNDRA for routine repair and maintenance of highways, as well as preparations for wintering. Due to shortcomings in relation to the responsible persons of the MNDRA and IHRA, 28 protocols on administrative offenses were drawn up and a fine of 34,560 somoni was imposed, which is 22,60 somoni more than in the previous year. last year, it is 176.48%.
Due to the inconsistency of the license terms and requirements, the activities of Mahmudien LLC, Obrason LLC and Sayido LLC were cancelled in relation to the activities of the representative company Chinese Strike for the Construction of Roads and Bridges in the Republic of Tajikistan, which is building the Dushanbe-Kulma highway project, the Kalaikhumb-Wanch section.-the border of the Rushan district – For non-compliance with the rules for restoring sections of roads and streets damaged as a result of repair and construction work, which led to a violation of road safety, paragraph 1 of the protocol on administrative offense No. 0130071 was drawn up and a fine was imposed.
37 applicants were issued a document of a permissive nature such as “conclusion” for the construction of any service facilities near motorways, due to the lack of response to the requirements of the legislation, the application of 28 people was rejected, due to which 7 thousand 992 somoni were contributed to the state budget.
At the same time, during the inspection work during the construction of highways, protocols on administrative offenses were drawn up against LLC Khujandrokh, LLC Javid, LLC Somon Builder, LLC Bunyodkor, LLC Vector – M, LLC Marvo, the State Republican Specialized Installation Company. and operation under the RBDA of the Ministry of Internal Affairs of the Republic of Tajikistan, LLC “Rokhi Rim” for non-compliance with the requirements of building regulations.
In total, 107 licenses are in force in the railway industry, and 10 railway enterprises were licensed in 2024.
In the course of the inspection work, 11 notices were issued to the responsible persons of the enterprises to eliminate the existing deficiencies, protocols on administrative offenses were drawn up against 3 officials in accordance with Article 293 of part 1 of the Code of Administrative Offenses and a fine of TJS 3,240 was imposed.
In accordance with international agreements and the approved quota for 2024, the service exchanged permits with 21 foreign countries, received 68,960 permits from foreign countries, 51,612 of them were used for international transfers at the request of domestic carriers.
During the reporting period, 14 of the 19 border crossings were active, 5 of them inactive, and imports and exports, as well as transit crossings, were regularly recorded through 8 checkpoints.
The activities of transport companies and companies engaged in international road transport are under the control of the Service, the distribution of permits is arranged according to their requests.
According to the analysis, the share of domestic companies in international road transport is significant, during the reporting period they sold 49.3% of imports and 49.9% of exports.
During the reporting period, 945 protocols were drawn up in the field of control and regulation of international transportation in accordance with the Code of Administrative Offenses, which is 65 points more than last year and amounts to 107%, due to which 389,564 somoni were paid to the republican budget, which is 101.5%.
Due to the services for the control and regulation of international transportation, 6 million 988 thousand 352 somoni were received into the special account of the service, which is an increase of 1 million 126 thousand 640 somoni compared to last year and amounts to 119.2%, of which 45% in the amount of 3 million 14 thousand 780 somoni went to the republican budget.
During the reporting period, protocols on administrative offenses with relevant articles of the Code of Administrative Offenses were drawn up for activities without a license, non-compliance with license conditions and other types of offenses against legal entities and individual entrepreneurs, including:
— according to Article 311, 2897 units for bulky and heavy loads;
— with Article 322 for the lack of protective coating, contamination and unsuitability of the curb 2986 units;
— with Article 510 for non-compliance with the terms of the license of 3338 units;
— according to Article 511, without a referral and a bill of lading, 4529 pieces;
— under articles 290-294 for causing damage to highways and failure to maintain roads and road structures , 5,621 units .;
— In accordance with articles 320 and 324, 5,582 units were sent to the management bodies of the State Automobile Inspectorate of Cities and Districts for consideration.
Depending on the execution of fines for non-fulfillment of obligations in 2022-2023 and 2024, the requirements were tightened, as a result of which the funds were written off as follows:
– in 2022 -98.4%;
– in 2023-83.5%;
– in 2024 -57.5%.
In 2024, in order to strengthen control and regulation of passenger and cargo motor vehicles, in accordance with Resolution No. 620 of the Government of the Republic of Tajikistan dated November 29, 2024, a number of amendments and additions were made to Resolution №107 of the Government of the Republic of Tajikistan dated March 3, 2007 in the direction of official duties and the structure of the Service.
At the same time, on the basis of legislative provisions and Decree of the Government of the Republic of Tajikistan dated November 29, 2024 №620, Order of the Ministry of Transport dated December 20, 2024 №201 “On the procedure for wearing workwear for employees”, appropriate changes were made to the distinctive signs of employees, according to which, depending on the position, hats instead of Shiraz stars will be worn.
During 2024, in accordance with the approved plan, an audit is planned for 139 business entities, of which 127 were checked, 12 were not checked due to a change of legal address, lack of activity in the transport complex and other circumstances, and protocols were drawn up for 17 of them due to deficiencies. fines were imposed and necessary recommendations were given.
In order to fulfill the instructions and instructions of the President of the Republic of Tajikistan, dear Emomali Rahmon, expressed in his Message dated 12/28/2024 “… full digitalization of public services and the creation of a unified database of public services should be fully implemented”, in order to expand the digitalization of the service, a digital department and an analytical information system for digital programs of the service “transport” were created in the central office of the service..tj” in a new and modern design was prepared and put into operation, thanks to which the documents of a permissive nature, protocols on administrative offenses, resolutions, domestic and international checklists, payment of fines, and issuance of permits for international transportation were launched. In addition, cooperation with other ministries and departments has been established through a Single Payment Portal for public Services.
At the same time, the official website of the Service www.transcontrol.tj also publishes daily, in an updated and active form, reports on the list and cost of paid public services and data related to the activities of the Service.
Pursuant to the Decree of the President of the Republic of Tajikistan dated June 22, 2023 №586 “on measures to expand non-cash payments”, fruitful cooperation has been established with Asia Gouruh, Smart City, Amonatbank, Dough Transporter and other domestic service companies to pay for services with mobile wallets and QR codes, as well as the introduction of electronic payment systems, border control POS terminals, ATMs and other electronic means of payment are installed and used.
Currently, the service operates 71 POS terminals, of which 13 are at checkpoints and 58 at checkpoints.
In order to ensure the implementation of the Decree of the Government of the Republic of Tajikistan dated March 30, 2024 №192 “on timely preparation of the economic and social spheres of the republic for regular and effective activities in the autumn-winter period of 2024-2025”, a plan of interdepartmental measures to prepare the service for winter was developed and approved, according to which inspection and explanatory work was carried out. In the GDR and IKHR, as well as transport enterprises and companies, existing shortcomings were identified during the preparation of road equipment and mechanisms., regulations and notices on their elimination have been issued.
During the reporting period, 62 people applied to the service through a written application, which was reviewed in accordance with the requirements of the Law of the Republic of Tajikistan “On Appeals from Individuals and Legal Entities” and received satisfactory responses.
The service also received 1,141 official documents, including:
— 416 units from the Ministry of Transport;
— 15 units of the State Committee for National Security;
— 61 units from the Prosecutor’s office;
— 25 units from the Civil Service Agency
– 624 units from other ministries and departments, public and private organizations and companies, all of which were reviewed and received specific responses within the established time frame.
In this regard, 724 official documents were exported by the service.
Paragraphs 1 and 10 of the Resolution of the Board Meeting of the Ministry of Transport dated October 15, 2024, №4, have been implemented, and detailed information has been provided to the Ministry of Transport.
The financial activities of the service are carried out in accordance with the unified income and expenditure plan for 2024, all funds are used for their intended and intended purpose.
At the same time, the head of the service noted the shortcomings and problems in the work of the service in 2024 and the need to eliminate them, as well as the tasks and goals for the coming year in his report.
Then the reports of the heads of structural divisions were heard.
Saidmurodzoda Shoista, Deputy Minister of Transport of the Republic of Tajikistan, spoke at the meeting and gave instructions on how to eliminate the shortcomings.
The Head of the Service instructed the responsible persons to make the necessary changes to the draft minutes of the meeting and approve it.
Subsequently, Saidmurodzoda Shoista, Deputy Minister of Transport, patron of the industry, Kodirzoda Saifullo, head of the Ministry’s Land Transport department, and other participants of the meeting, together with Kurbonzoda D.K., visited the digital and analytical information department.
