On June 20, the President of the Republic of Tajikistan, Leader of the Nation, Honorable Emomali Rahmon, and the Chairman of the Majlisi milli Majlisi Oli of the Republic of Tajikistan, Mayor of Dushanbe, Honorable Rustam Emomali, put into operation the new administrative building of the State Unitary Enterprise “Smart City” on Jalol Ikromii Street in the capital.
The State Unitary Enterprise “Smart City” of the Executive Body of State Power of Dushanbe was put into operation based on the indications of the Annual Address of the President of the Republic of Tajikistan, His Excellency Emomali Rahmon to the Majlisi Oli, on the declaration of 2025-2030 as “Years of Development of the Digital Economy and Innovation” and the constructive initiatives of the Mayor of Dushanbe, Honorable Rustam Emomali, in order to expand the digitalization of state services and the widespread use of non-cash payments. This measure is evidence of the strengthening of innovative processes and the effective use of the opportunities of digital technologies in the economy.
The State Unitary Enterprise “Smart City” was established by the Decision of the Mayor of the city of Dushanbe dated May 7, 2019, with the aim of increasing the efficiency of services, meeting the needs of citizens in the field of services, ensuring the security of citizens and maintaining public order, and promoting local socio-economic development using information and communication technologies.
The new building was built in preparation for the worthy celebration of the 35th anniversary of the State Independence of the Republic of Tajikistan at the expense of special funds from the Executive Body of State Power of the city of Dushanbe with a modern design, consisting of a basement and 4 floors, and more than 200 people will be employed in it.
Local specialists were involved in this building for the high-quality completion of construction work, and the foundation work was carried out in accordance with the requirements of national architecture and urban planning.
The building was built on an area of 63.5 acres of the land and consists of 94 office rooms, 4 meeting rooms for 120 seats, a canteen with 60 seats, a data processing center, a control center and other auxiliary rooms.
It is decided that the Data Processing Center will have the ability to store large amounts of data and will be equipped with the latest generation of information and communication technologies. More than 120 data protection databases will be installed in it to store data.
The control center, on the other hand, will be built on an area of 200 square meters, where 35 operators, employees of the Department of Internal Affairs in Dushanbe, the Department of the State Automobile Inspectorate in Dushanbe and the Headquarters of Emergencies and Civil Defense in Dushanbe will work around the clock, ensuring the security of citizens and monitoring the activities of the infrastructure of the country’s capital.
A spacious and well-equipped library and a gym for employees are other features of the new facility.
During the presentation of the plans and projects implemented by the enterprise, the Leader of the Nation, Emomali Rahmon, was informed that the “Smart City” is a structure that has been improved based on the latest digitalization theories and city management is based on technology, information and communication.
“Smart City” is a concept of urban planning, integration of information and communication technologies for managing city infrastructure, such as transport, education, healthcare, housing and communal services, security, etc.
It was emphasized that the creation of “Digital Economy”, “Smart Transport”, “Smart Medicine”, “Smart Education”, “Smart Lighting”, “Green Economy” (Green City), “Electronic Map” and a total of more than 20 projects have been implemented in Dushanbe within the framework of the “Smart City” system.
Digitalization of the education and healthcare sectors of Dushanbe, installation of mobile communication pillars, implementation of the Social Wi-Fi Project, the project “Management of solid household waste and its processing”, development of “Electronic Map”, “Digitalization of the transport sector of Dushanbe – “Smart Transport”, activation “Safe City” and others are among the works being implemented by the State Unitary Enterprise “Smart City” of the Executive Body of State Power of Dushanbe.
The best young specialists, most of whom are graduates of domestic and foreign higher educational institutions, who are fluent in foreign languages and work with information technology, have been recruited to the enterprise to carry out operations using information technology.
After getting acquainted with the capabilities of the new and modern building of the State Unitary Enterprise “Smart City” and talking with specialists in the field, the Head of State Emomali Rahmon instructed the enterprise management to attract development partners and domestic investment on a large scale in order to effectively implement smart projects and transform Dushanbe into an innovative city.
