Head of the State Service on Control and Regulation in the Field of Transport
In the modern world, where the processes of globalization are developing rapidly, humanity, along with scientific and technological progress, is also facing serious global risks. Among these threats, terrorism and extremism act as the plague of the century and the primary threat to national security, the stability of States and the peaceful life of people. These adverse events lead to instability, destruction and numerous casualties, seriously endangering the foundations of the constitutional order and the security of the State.
The founder of peace and national unity, the Leader of the Nation, the President of the Republic of Tajikistan, dear Emomali Rahmon, rightly emphasized:
“The terrorist has no homeland, no nationality, no religion. Attempts to divide terrorism into ” one’s own“ and ” someone else’s“, ” good“ and ” bad ” can further complicate the situation in the world.”
For an effective fight, it is important, first of all, to know the nature of these phenomena:
Extremism: the willingness and propensity of a person or group to use radical violent methods to achieve political, religious, or ideological goals. This is a prerequisite and the first stage of terrorism.;
Terrorism: the highest stage of extremism, carried out using physical violence, threats, murders and explosions in order to create fear in society and influence government agencies.
The roots of this phenomenon are diverse and stem from the low level of legal and religious education, socio-economic problems (unemployment, poverty), as well as global geopolitics and the use of the Internet space for campaigning and attracting young people.
In accordance with article 8 of the Constitution of the Republic of Tajikistan, it is prohibited to establish and operate associations and parties that promote racism, nationalism, religious hostility and hatred. In this context, the decision of the Supreme Court of the country recognized the religious movement “Salafia “ as an extremist union, and the activities of other terrorist and extremist organizations, such as ” Hizb ut-Tahrir“,” Ansarullah“,” The Islamic Renaissance Party and the Group of 24 are banned because their actions are unconstitutional and pose a threat to national security.

The Law of the Republic of Tajikistan “On Countering Terrorism” (dated December 23, 2021, №1808).
The Law of the Republic of Tajikistan “On Countering Extremism” (dated January 2, 2020, №1655).
By decree of the President of the country, the Strategy for the Prevention of extremism and Terrorism in the Republic of Tajikistan for the period up to 2040 was adopted (dated February 26, 2026), the first stage of implementation of which covers 2026-2030.
These documents defined the dynamic strategy of the State, adopting the use of the word “resistance” instead of “struggle”, which has a broader meaning, including early crime prevention.
Transportation services and industry infrastructure have always been considered one of the most sensitive objects. Therefore, the State Service for Supervision and Regulation in the Field of Transport plays an important role in the implementation of state policy on countering terrorism and extremism. Our main activities in this area consist of several elements:
Strengthening control in passenger and freight transportation: strict control over compliance with safety regulations, prevention of illegal transportation of dangerous and loose materials by road and rail vehicles.
Explanatory work among drivers and industry employees: most drivers who are engaged in international and domestic passenger transportation may encounter different classes of people. Holding meetings and preventive work with them is necessary to increase political and professional vigilance.
Preventing the involvement of industry youth in the virtual space: Today, social networks (Telegram, WhatsApp, TikTok) have become the main weapon of Internet missionaries. Our service does everything possible to intensify ideological work among young specialists in the transport industry and uncover the hidden and destructive nature of terrorist groups.
Countering extremism and terrorism is not only the task of law enforcement agencies, but also a national struggle and the sacred duty of every citizen, including every employee of the country’s transport industry. Only on the basis of national unity, political vigilance, true patriotism and strict compliance with legislative requirements will we be able to protect national security and ensure a bright future for dear Tajikistan.
